MODEL LEGISLATION
The following organizations develop and offer model legislation to enact various education reform proposals.
Alliance for School Choice
Specific School Choice Legislation
Scholarship Program:This bill creates a scholarship program for children from low and middle-income families to attend the public or private elementary or secondary school of their parents’ choice.
Special Needs:The Special Needs Scholarship Program provides special needs students with the option to attend the public or private school of their parents’ choice.
Autism: The Autism Scholarship Program provides students with autism the option to attend the public or private school of their parents’ choice.
Foster Children:The Foster Child Scholarship Program provides children who have been placed in foster care the option to attend a public or private school of their guardians’ choice.
Preschool/Kindergarten:This bill creates a scholarship program that helps children from low and middle-income families attend the public or private 4-year-old preschool program or 5-year-old kindergarten program of their parents’ choice.
Military:This bill creates a scholarship program to provide G.I. Junior scholarships for all children of veterans and active military personnel to attend the public or private elementary or secondary school of their choice.
Tax Credits:This legislation authorizes a tax credit for individual and corporate contributions to organizations that provide educational scholarships to eligible students so they can attend qualified public and private schools of their parents’ choice.
American Legislative Exchange Council
ALEC is a member organization that provides model legislation on a range of issues. Within education, the organization's model legislation includes policies related to higher education, school choice, student curriculum and protection, and teacher certification and quality.
School Spending Transparency Legislation
Financial Transparency in Education Act: This bill requires public school districts to report total per-student spending in a well-organized and easily-accessible format so they can be held accountable by legislators and taxpayers. National Council for State Legislatures
NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues.
